SAN FRANCISCO -- The Bay Area's teeter-totter relationship between the rental and sale housing markets extended into the first quarter, with apartment prices rising as the real estate slump continued to thwart would-be buyers.  Average asking rents climbed 8.8 percent over the first quarter of last year to $1,578, as the occupancy rate nudged up 0.6 percent to 95.8 percent, according to a report by Real Facts, which analyzes data from apartment buildings with at least 50 units. Since 2004, regional rent has risen 23.7 percent.

Stingy lenders, economic uncertainty and foreclosures have depressed sales across the Bay Area, where the median home price has fallen 20.4 percent in the past year. Consequently, more and more people are returning to or staying in the rental market in Northern California.

With the current turmoil in the for-sale housing market, demand for rentals has increased. Rents have been increasing at a fairly rapid clip."  As usual, the most expensive Bay Area city to rent in was San Francisco, where the average stood at $2,326, up 14.4 percent from a year ago, according to the report. Oakland's average rent was $1,435, up 4.8 percent; San Jose's was $1,568, up 9.3 percent. The average figure includes everything from studios to three-bedroom townhomes. It ranged from $1,260 to $2,562 plus 15% locators fee.
